Noah McMullin, a student at the State University of New York at Fredonia, said the free tuition program helps him focus more on his classes. McMullin, who is working on his bachelor of fine arts in acting, turned down a private college offer that included some aid.
“I don’t see any reality in which it’s fair to charge $60,000 a year to go to school,” he said. “It’s crazy to me.”
